Programs

COCIC’s programs offer effective tools for stabilizing communities burdened by a large number of vacant and abandoned properties. Our programs allow local governments to overcome barriers that inhibit the redevelopment of these properties. COCIC is dedicated to returning properties to the tax-roll using strategies to preserve, sustain, stabilize and revitalize neighborhoods.

 

Trusted Partner

A land retutilization program involving strategic intervention for the purpose of stabilizing or improving market support, executed through a grant program to Trusted Partners engaged in the total rehabilitation of blighted neighborhoods, with a view to sale to owner-occupants.

Responsible Landlord

A land reutilization program employing a strategic intervention for the purpose of stabilizing or improving market support, executed through a revolving loan program to Responsible Landlords engaged in market-based rehabilitation of blighted, distressed or substandard properties, with a view to rental at market rates.

Blight Removal

A land reutilization program involving the demolition, environmental remeditation, or both, of blighted properties, sometimes involving the disposition of the formerly blighted property either through a simple conveyance to a responsible party for re-use, typically with an expection of a limited recovery of expenditures, or through the Blight Intervention / Strategic Reutilization Program.

Blight Intervention / Strategic Reutilization

A land reutilization program conducted in collaboration with local government, and often involving the strategic conveyance of formerly blighted properties to responsible parties for re-use, all while balancing the competing goals of maximizing future tax revenues and other public benefits with the recovery of expenditures from grant and disposition proceeds.
